Doing so will not affect your current position in waiting for review in Shopping/Visual_Arts/Reproductions/Hand_Painted.

Even if there is no listed editor, all parent category editors, metas, Regional catmods and editalls can edit all Regional categories. In general, Regional submissions usually take less time to get reviewed but it's impossible to be more specific than that.
