The preamble requesting appropriate skillsets and the tiebreaker question - fair enough. But the completed URLs? Presumably these should not currently be indexed? Do I trawl the web and see what I can dig up?

If so, what if the only remaining sites (not ODP indexed) fall short of the mark, if they contain errors and omissions which render them inherently unsuitable for submission?

[/ironic] I dont know any category in ODP where no unlisted but good sites exist.
