You can just suggest a site for editors review -- preferably, like the submittal policy says, to the ONE category it fits best. From there on, there's nothing you need to do, and nothing you can do. A site submittal dated late last month(*) is waiting in the category you mention. If it is not the right category, don't worry: we'll move it to a better one. Footnotes: (*) Any editor who cares about submittal date (granted, that's not very many of us) will have no way of knowing that wasn't the first submittal.
