I'm guessing what you want is a tool to convert the RDF dumps to HTML.

 

ODP/DMOZ provides no tools for manipulating the RDF dumsp, since each person's needs are different. There are a large number of solutions available, both free and paid, but we don't comment on the suitability of any of these tools/scripts/services.

I spent quite a while looking for various tools for using dmoz data, and found that one of the better ones (Catalog-1.03) is available at senga.org, which is listed in dmoz, but not under the upload tools category (probably because senga has a variety of tools besides Catalog. It hasn't been maintained for several years, but does install and work (with a little effort), and it's GPL'd so it can be updated. It requires perl and mysql.
