Is it possible that some category doesn't have an editor at all?

I've met the phrase "Volunteer to edit this category" on the bottom of several pages. Does it mean that there is no editor for these categories at the moment?

An editor can edit in all subcategories below the category where he/she is "named." There are also the "editall" editors who can edit in any category.
