Think of it as a pile of sites that might be ok for that category - but until an editor picks it out of the pile, and looks at the site - he/she has no idea if your site is appropriate for that category, if it is not, it gets sent somewhere else, otherwise it's review and either accepted or declined. We have no idea for any site, which editor will do this, and when it will happen.
