I do not fully understand your process but I am unclear about what you are

referring to in the 1st line:

We are working on building advertiser content on our site. Would you suggest

a certain threshold of capacity before asking to be listed again?

 

I appreciate your input and excuse my rudimentary knowledge of search engines

This means. Your site in its current state won't be listed. It has not enough content. You must add a lot more before you whould even start thinking about suggesting the site to DMOZ.
