Editing guidelines have changed over time, and thus you'll see sites added long ago with descriptions that aren't ideal according to the current guidelines.

If an editor had abuse in mind, they'd have to be a fool to use inappropriate punctuation and capitalization in a description. This is exactly the sort of thing that will attract attention of any meta or editall who happens to look at the cat. Heck, that will even attract attention to any line editor in the branch. This is exactly what an abusive editor would want to avoid.
