I agree: it's indistinguishable from a "blind lead generator" -- and cannot be considered to provide unique information. We contact submitters when the risk (which is great) is outweighed by the advantage to us in our work building a directory. That's very seldom the case anyway, and less than never is it the case when people submit sites that do not fit the ODP listing criteria.
