Then why should volunteer be needed?Well, look at your posts in this thread about the comments you've received on your rejections. In general, you seem to be picking wrong sites for the categories that you're applying for. If you don't understand the scope of the category you're applying for, then you're going to get rejected. Things like Directories, Chats and Forums, News and Media, etc. aren't always easy things for new editors to understand. Try picking something straight forward, where it's obvious what type of sites belong there.

Why not start finding that country through http://dmoz.org/Sports/Soccer/By_Country/ or maybe start in http://dmoz.org/Sports/Soccer/Players/ which are also listed by country. Make sure, since you seem to have a problem with classifying sites into the right category, that you are careful there - there are 2 sub-categories included. If an example belongs in one of those then say so.
