But a few days ago I checked on the status of my application, which was on January 28th, and was told it's still "awaiting evaluation."

If it's this thread you mean, you'll see that the next post says "Problem is fixed"

 

There have been intermittent problems with receiving applications, but they are working OK now. Since you were told yours is awaiting evaluation, it was obviously received

I just wasn't sure what was going on, because it sounded like all the submissions after Dec 18th had actually been lost, which seemed to contradict the earlier response.

 

How long does the process typically take?

That was in a post dated December 22, 2005. The subsequent posts very clearly state when the problem was fixed (and when it occurred and was fixed again later on).
