What else can we do? (Note: I'm not a meta, so I don't know what the official policies are.)

They have their accounts suspended and that's it?
Not suspended, terminated. Editors found to be abusive are removed and the abusive problems they created are corrected as soon as possible.

It can take anywhere from two hours to several years for a site review to take place.

I do not respond to private messages requesting site status checks.

I don't know what should be done, sue them or fine them or something.

 

Doesn't that make it too easy for a smart person to sell editor accounts or links? If they get caught, they can just start over with a new account...

Not when you have much smarter persons, it doesn't. :D

 

And, a concerned public who can point them out to us. But, it requires some proof, not speculation.

Everyone is a volunteer, sometimes there is a bad apple in the mix that gets by the checks that are in place. Having a policy of suing or fining volunteers is not likely to help in recruiting new volunteers. Besides a large part of accused abusers turn out only to be poor editors, new editors making mistakes, or malicious accusations without merit. I think removing their account and fixing their abuse is sufficient in the most cases where actual abuse is occurring. The number of actual abusers is much less rampant than is sometimes speculated.

The meta's work very hard to ensure that removed editors don't get new accounts and in most cases they are very effective. There are always going to be a few that are able to slip through but they are usually caught before any real damage can be done. It helps that we don't join editors to large or spammy categories, it limits the access of a second account thus limiting the damage that can be inflicted.
