The best thing to do is to suggest a lot of similar sites and then do an update request on one of them suggesting that the new category be created. Categories are usually created to house existing sites, not the other way around. I hope that answers your request, . Added - There might be enough site suggestions available, but I don't have editing permissions in that area, so I can't see what unreviewed sites might be there.

That means that those categories are actually located somewhere else in the directory. For example, the Textiles_and_Nonwovens@ links is actually pointing towards http://www.dmoz.org/Business/Textiles_and_Nonwovens/Software . http://www.dmoz.org/Business/Transportation_and_Logistics/Distribution_and_Logistics/Distribution/Software is where wholesale and distribution software would be listed; that would appear to be the category you're looking for. It's parent category, http://www.dmoz.org/Business/Transportation_and_Logistics/Software, is @linked to from the Industry Specific category you were looking in.
