Categories without "suggest URL" Button

I m wondering about the following. Just an example:

 

http://www.dmoz.org/Games/Video_Games/

 

There are 8 sites listed, but there isn t a "Suggest URL" Button at all. So how and why do sites get there?

There is a vast arrray of subcategories beneath, and suggestions go there.

 

We turned off suggestions to the top level category because of the vast number of sites that were inappropriately suggested to the top level.

 

In the rare event (8 sites out of 43,000+) an editor determines a site belongs at the top, the editor has the right to move it there.
