I have been fired and I would like to know if, after that, I can apply again for a new cat like a new user?

No, you can't. Or better, you can try, but as soon as you will be spotted as having already been an editor, your application will be rejected.

 

You can appeal to Staff asking for reinstatement, of course. All requests of this kind are carefully evaluated, but it's very rare that a dismissed editor gets reinstated.
