The date at the bottom of a category only gets changed when something happens in that category.

Maybe you have noticed that there are no websites listed in this category. So almost nothing will happen in that category.

That date will not be changed if anything in the subcategories happens. Only the date of that subcategory will change.

 

The fact that no websites are listed in this category is also a very good indication that no websites should be suggested to it. They should be suggested to one of the deeper subcategories.
