when will they update the list of states. They are more than just 13 states and Washington D.C. My interest is Washington D.C when will that be added to the list of state and cities for the Moving category in the U.S

It helps if you actually give the full category name. http://www.dmoz.org/Business/Transportation_and_Logistics/Moving_Services/By_Region/North_America/United_States/ is only subcategorized by state if there are enough sites belonging in a specific state to warrant creating it. (Some of the states -- the ones with @ at the end of them -- have Moving Services category in the Regional part of the directory and so, rather than duplicating the category under the Business category, we just link to the Regional ones instead.) If the state you are looking to suggest your site to is not there, just suggest it to the US category instead.
