It appears, from the response I received to my application, that I am not eligible to become an editor because I submitted a site for inclusion 3 years ago and it is still pending.

That would not be a legitimate reason for a new editor position rejection. There must be other comments in your rejection letter.

I looked at the message you received and it clearly states the reason for rejection. And it certainly was not the one you wrote about.

Read all the sentences in the specific rsponse, not only the last sentence.
