If there is no one listed on bottom of the category page, check the parent category. In this case, the editor of Business: Opportunities: Franchising could take of the submissions. But as he also looks after the large South Carolina category with its numerous subcategories, his instant attention for your submission is not guaranteed. And there are some editors (editalls and metas) who can edit in all categories. However this franchise consult category doesn't seem to have attracted to many volunteers yet.
