That notice would be a supplemental listing added by them, not something actually in that category from us. And the date on their listing means they're not pulling in the real category data live but are using a very outdated copy of the RDF (or are crawling another site that itself is using an outdated copy of the RDF). You also need to keep in mind that even the date on the real category isn't a reflection of the latest date that an edit was made anywhere in Regional/Europe -- it's the date the last edit was made to the top level Regional/Europe category only.
