There are more than 200 editors who can edit in any given cateogry.
Any editor can edit in categories that are further out in the tree.
Finally, a lot of editors voluntarily view updates as priority tasks, and thus tend to get to them fairly quickly -- and that editor may never again have reason to go back to that given subcategory. Thus, the concept of irritating a given editor --- and thus being penalized -- is generally irrelevant.
