Did you read the announcement which explains that we currently can´t process new applications?

New editors are approved after they show an ability to read and understand our guidelines for editing.

But why do you want to send them an email?
Everything you may want to do is available. Except for becoming an editor, and for that you just will have to wait.
IMHO your use of the English language might not be good enough to become an editor in an English language category. Maybe you should focus on categories in your mother-language.
