There is nothing wrong with the "Suggest a URL" link, there is a delay between a site being suggested from the public page and it actually arriving in the category for an editor to review. 
I am tired of submitting.

still dont get it.
Okay im confused and ill just give up. Im not getting any straight answers. I have repeatedly submitted for three years and im not getting listed and im being told something completely different by the editor of the catagory im trying to list to and now im being told very egneric answers taht theres nothing wrong. Im more confused then when i started.

Every editor can and is encouraged to add new sites themselves, if they know the URL and it's a site with unique content. The editor of that category could easily add, review, and list your site suggestion himself if it meets our Guidelines, so, I seriously doubt that the person you were in contact with is an editor.
There is no reason for an editor to tell you to submit your suggestion repeatedly. In fact, he should be telling you to submit it only once, he would be doing you a disservice by giving you that false advice.
