It has been over 2 years and my site is still not listed

Luck is most certainly a factor. It is, for the person suggesting a site, total luck as to which category I, or any other editor, chooses to edit tonight -- if any at all.

That factor is exceedingly difficult to see from the outside, and can even be difficult to see from the inside on occasion.

That's true. In fact, I've noticed on boards that some sites are listed within the first month of being online, without being submitted at all.

It all depends on where an editor is working -- That eager new World/Swahili editor is doing NOTHING for the backlog in Shopping/Health/Patent Nostrums! -- and which sites the editor guesses may be worth reviewing first -- and that is only a little better than a guess.
