1) keep all abuse reports in the places we intended them to be
2) note that there is no editor namend "Volunteer". It simply means there is no editor assigned specially to this category and it is cared for by other editors.
Btw: Abuse reports are not processed by category editors but by special Meta editors, not related to the category the report is about.
