Possible options
While it isn't particularly search engine/seo friendly the approach sued by the Canadian Government websites provide an easy langauge option choice without presenting the frint page in a partigular language.

Another option is to check on the opening page for the language preferance/locale in use by the browser and do a scripted direct to the appropriate version of the site. Granted it requires scripting.
I'm also not sure wherther this is regarded as equivalent to a server side redirect rather than cloaking or not, so take it under advisement.
