Why does this happen? In most cases, any new applicant is a potential threat to surpass/reduce the authority of the person that approves/declines the applications. The odds of staying in power are higher if they abuse their position. Only the corrupt survive.
Again, you seem to be misunderstanding of how applications are processed. But you seem to be happy with that misunderstanding so good on ya. Far be it from me to burst your bubble.

Well, if the ODP ever shuts down, I won't need to work for free anymore, I got lots of other things I can do with my time, :D .

I mean, it ain't like I'm going to lose my paycheck or anything, I've got a real brick and mortar business, and no web sites, and many other interests to occupy my spare time. The work I've voluntarily done for the Directory was a worthwhile project that I don't regret doing, because what was important was my intent in doing it.

Should it disappear, it doesn't diminish the gift that I gave, :).
