I find that answer totally unacceptable, esscpecially when the sites in that category are poorly maintained and out of date.

I just answered your points. No personal offence intended. I presume you did not mean to insinuate any negligence on the part of metas reviewing editor applications.

Ignore dead links inside a site - these do not add or detract from the value of the content that is actually there and available. If that content is sufficient for a listing then it doesn't matter.

That would be the sort of thing a public-spirited person would report to the webmaster of the site itself.

Regarding out-of-date sites, just because a site hasn't been updated in months or years doesn't necessarily mean the site isn't good. For example, the category I first started editing when I joined the ODP over 5 years ago contains a site that hasn't been updated since about 2000. It's still listed, though, because the content that is there is still useful and unique.

You insinuated an attack upon my integrity when you said I left out "Honest", which was totally unfounded on your behalf.

He wasn't insinuating anything about you personally. He was commenting on what appears to be a general comment by you about a hypothetical editor (nowhere in that line do you say you're talking about yourself so he can't possibly be making a personal insult).

In any event, this thread has run its course so I'm closing it.
