teenage gangsta, eh? I wondered where that "federal incitement" phrase came from. Can you translate? It's obviously not legal terminology. I did consider the "English as a second language" theory but that didn't seem to fit either the sneering about "foreigners" or the apparent allusions to TV shows (or movies?). I decided it was probably just psychotropica.

Ah, another mystery solved. My best guess for "peeps" was "perps" (misspelled, which didn't seem in that context to be a significant contraindicator.)
