With regards to your last post [2606] -- Geocities users are given bandwidth limitations on a monthly basis -- and popular or topical sites often time out, only to reppear on the first of the month.

We generally do not delist them for this.

That was slightly confusing. phpwebthings.org was not actually listed. That url was updated to phpdbform.com back in 2003, but the latter is currently redirecting to the former. Anyway - it's now changed once more.
