Yes, your assumption is correct.
The number in brackets includes all sites listed in that category and it's sub categories.
It does not, however, include the number of sites in @linked categories, even though the totals are displayed for them as well.
For an example

but it that is really counting the 1 site in Real Estate twice as the @link is a pointer to a sub category of Business and Economy. So the automatic counter knowss there are 26 sites , but it appears there are 27 if you add it manually and don't disregard any @links.
Related Categories ("see also" links) also have site numbers, but are not true sub categories, and so are not included in the category count
