Having been told to re-submit, I am now presumably back at the bottom of the list, which seems a bit unfair as I have deliberately witheld from re-submitting as a result of information given from my previous queries. My previous submission dates back pre-April which means that after six months it still had not made it to the top of the list, and based on that it is going to take a lot longer than two months to reach the top of the list.

Based on the fact that I was told to re-submit, I do not think that I should be prejudiced by losing my place on the list that I had

You're forgetting that the ODP does not exist as a marketing tool for webmasters. When you suggest a site to add to the directory you are helping us to build a comprehensive directory. We are not here to help you advertise your web site. We appreciate your suggestion and someone may add it to the directory in the future if they find the content suitable for that category. Thanks.

As there is no list it is impossible to lose your place.
See it as a group of sites waiting for reviewing.
Editors have several ways to sort this group, one of the is by date. Another way is to sort on url, which I use. Does this mean that a site with url www.aaa.com will be handeled first by me. No. I look at given titles and descriptions, the sites with good looking titles+descriptions will be handeled first. Why, they bothered to read our guidelines and submit their sites according to them. But that is just the way I work. Every editor has his/her own favorable way of doing things.
Your site is waiting for review, that's all you can and should do. It could be reviewed within a view days, it is also possible it has to wait for another year. Noone can tell.

My understanding of the meaning of comprehensive is that it should encompass information on all web sites which I do not think is OPD's intention

I would think that it is more correct to say that the ODP is selective on content in an effort to insure good quality content is on offer
