I believe that hutcheson's question was rhetorical.
Essentially, we are saying that current editor guidelines do not line up with the state of that category and that it needs to be overhauled. There are quite a few categories that are in this state. The editor guidelines are in a fairly constant state of review and re-review, in order to try to make the directory fit best what we see as the ever-changing world of the internet. In an ideal world, when a decision is made, we could just push a button and everything would line up. But unfortunately this doesn't happen. We usually appreciate having this drawn attention to, as well, so that we can focus our efforts.
