Two completely separate categories, two completely different reviews. One listing shouldn't prejudice for or against the other.
It is just that the local listing is obviously more valuable: because there are fewer sites like it, it is inherently "more obviously unique". Thus, the hive mind of the editing community prioritized it. That "random flight over flowery meadows" technique works amazingly well at correctly picking out the best categories to work on.
