A conventional bricks and mortar address on the website's contact page would help us to reach the decision you hope for :) .

So resubmitting a site to the regional category you suggest, this will no doubt be treated as a new submission, and the subsequent waiting time will commence again, I have been sitting on the sidelines for 10 months already.

A conventional address - now that would be telling every Billy burglar the contents of my garage

We don't ask you to post the contents of your garage on your site ;)

Your address (easy to find in other ways for the ones who knwo how to search)
You are living on housenumber 129 (won't publish the rest)
But the personname / address doesn't match with the telephone number on your site .

Does that mean the company is in fact running out of a garage and has no real location? :D

It means that surfers don't have access to a walk in store/address which rather defeats the objectives of a locality listing :D .

Perhaps it should be in West Yorkshire, after all. In some cases, we accept a service area in lieu of a physical address.

Perhaps using £ on your site is adequate to indicate it's in the UK, but further indications would be helpful.

In any case, suggest it to either Bradford or West Yorkshire, and a helpful UK editor will consider which it belongs in. Do not suggest the site to both categories.

I beg to differ, offering a hire service is locality based.

I just want to get the thing on the net, in answer to my previous question to resubmit uner a different category, is this treated as a new submission, in any event I don't really have any other option as it's been rejected anyway :)

No, as stated in the forum guidelines (which you should have read by now) you must wait a minimum of 6 months before asking for status again.
