Every editor has his own way of handling the pool of suggestions. Some work random, some by date, some use an other method. Sometimes it even differs depending on the category the editor is handling. That is why we can't give you any numbers, we don't know them ourself.

Yes, that's exactly how it works. And the pool also includes all sites that haven't been suggested for inclusion.
