Here's how to Reproduce the Issue ( I hope)

I apologize for the poor description in #3410. My correction in #3411 is more accurate. anyway, I tried again and had no problem duplicating the issue. So, let me try explaining in a hopefully clearer manner.
Essentially, what this webhost company appears to be doing is taking advantage of the large number of clients they have to generate PPC revenue from 1st time visitors to a particular clients site. In this case, it's clients sites that have changed URL's but not updated their ODP entry. Anyway, once they've set a cookie, they won't present you with the PPC page again.
1.) Clear your browsers cookies.
2.) Click the category entry link to Canyon County Animal Control.
3.) There will be a box of PPC ads near the top of the landing page.
4.) Scroll down a bit and you will see an animated gif of a dog next to the Canyon County Animal Shelter title.
5.) Beneath the animated dog gif, you will see the message: "
Welcome to the Canyon County Animal Control/Shelter home page. We have moved to a new web location, so please update your book marks. Just click on the picture to go to our new home!"
6.) The image link they direct you to has the following properties: "http(colon)//business(dot)fortunecity(dot)com/lauder/364/SHELTERA.jpg"
7.) Click the image link. You will be taken to the subject PPC page having the following address: "http(colon)//www(dot)fortunecity(dot)com/banners/interstitial.html?http://www.canyoncountyshelter.org/"
8.) As long as this fortunecity webhost hasn't set a cookie in your browser, you can back up to the previous page and reclick the image link and you will be taken to the same PPC page.
9.) Once this fortunecity webhost sets a cookie, they will link you immediately to the animal shelters home page.
10.) For a single company having low traffic, this may not be a big deal, However, when you and your clients have over 4K ODP entries, directing first time visitors to a PPC page in hope of scoring a few accidental clicks might generate some money. How pervasive this is with the fortunecity webhost I don't know but will spend some time looking into that issue later.
