The more normal approach would be to list at the level that includes the two localities (whether county, state, country, or even continent), but there is some leeway for sites which make nonsense of being listed at those levels - who would look for a two outlet pizza bar , one on the US side of the border, the other on the Canadian side, at Continent level? - in that case we'd list at the 2 locations, even though they are in different countries because that makes the directory useful.

In rare cases yes. Usually this is only when the 2 locations are extremely remote from each other and the site has information related to the 2 locations (more than just an address and phone number).Can one company listed in two regional categories if offices are in both countries?
