Chicago in Wisconsin?

Please help me understand why Chicago be a subcategory in Wisconsin metro areas category. If we are listing neighboring metro areas, shouldn’t the twin cities of Minneapolis/St. Paul be listed here too? Not only are they closer than Chicago, we get a lot more visitors from Minnesota than Illinois.

Well, it's not exactly a subcategory -- you may have noticed the @ following "Chicago". This just reflects that the Chicago Metro Area includes parts of Wisconsin.
