The English section and the other sections of a multilingual site are almost never evaluated at the same time.
What does that mean?
It means you'll see one language section of a site reviewed and listed, and another language section not listed.
Not because editors are being unfair. Because editors don't all review the same site at the same time. Because editors who DON'T SPEAK EACH OTHER'S LANGUAGE don't coordinate their reviews. How could they? THEY CAN'T TALK TO EACH OTHER!
How else could it be? How else could it EVER be?
